POWTS stands for Private Onsite Wastewater Treatment System. It is Wisconsin’s official term for any private septic system: a simple tank-and-drainfield setup, a mound, an at-grade system, an aerobic unit, or a holding tank. If a property is not connected to a municipal sewer, its wastewater almost certainly runs through a POWTS.
How the system works
Wastewater leaves the house and flows into a buried tank. Solids settle to the bottom as sludge, grease floats on top as scum, and the liquid in the middle flows out to a drainfield, where soil filters and treats it before it reaches groundwater. The tank never destroys the solids, it only holds them, which is why the system needs regular pumping.
Which type of system a property is allowed to install depends mostly on soil depth and the water table. Good, deep, well-drained soil can support a simple conventional system. Shallow or wet soil, or a high water table, usually requires a mound or at-grade system built up above the ground.
Who regulates a POWTS
The Department of Safety and Professional Services (DSPS) writes and administers Wisconsin's statewide POWTS code, chapter SPS 383, formerly Comm 83. Day to day, each county's environmental health or land use department runs the maintenance tracking program and enforces local compliance.
Read the code at dsps.wi.govNR 107 and NR 109, the Department of Natural Resources rules that intersect with septic siting near groundwater and surface water, are under active DNR revision as of this writing. Where a property sits near a lake, wetland, or shoreline, check with the county for the current version of those rules rather than relying on an old printout.
System types, briefly
- Conventional, a tank and a gravity drainfield, the simplest and usually cheapest option where soil allows it.
- Mound, a drainfield built up above natural grade, used where soil is shallow or the water table is high.
- At-grade, similar reasoning to a mound, with a flatter above-grade design.
- Aerobic treatment unit, adds mechanical aeration for tighter lots or poor soil, usually checked more often than a conventional tank.
- Holding tank, no drainfield at all, pumped and hauled off-site on a shorter schedule.
Service intervals vary by type, which is why the maintenance rules guide says “typically every 3 years for a conventional tank” rather than stating one number for every system.
